You may have just received a letter regarding Unified Carrier Registration. If you are an interstate carrier based in Kentucky and you have not yet received your application, please monitor your mailbox or click our link below for the printable application. Alternatively, you may register for this credential online at the link below. Carriers that are not based in Kentucky should file UCR with their base state or may apply online as well.
It is important to note that not only interstate for-hire carriers, but indeed ALL interstate carriers are affected by this new program. This includes all private interstate carriers (even farmers) and carriers previously listed on the US DOT record as hauling ICC Exempt goods interstate. Also included in UCRA are brokers, freight forwarders, and leasing companies. If you are ALWAYS going to be leased on to someone else for authority, your US DOT record should indicate that you are a Registrant and you will NOT have to file for UCR.

The UCR program will also not affect carriers that run intrastate only.

These intrastate, non-hazmat carriers will still have to file for intrastate for-hire authority if applicable. If you received the UCR letter in error because of an incorrect US DOT record, you may update your US DOT number record by completing the MCS-150 form.
The new program, Unified Carrier Registration (UCR), was instituted due to the Unified Carrier Registration Act (UCRA) of 2005. This program replaced Single State Registration, which ceased to exist January 1, 2007. If you are an interstate carrier that had Single State Registration in 2006, you cannot renew Single State Registration for 2007 due to the replacement of this program. Vehicle Enforcement has been notified of these changes as well, and carriers should not be cited for not having the SSRS receipt (RS-3) for 2007. Interstate carriers will also not need to renew any intrastate for-hire authorities, because this will also be covered under UCR for all interstate carriers.
***NOTE*** All other credentials including fuel taxes (IFTA & KIT), KY Weight Distance Tax (KYU) and IRP plates are still required. UCR does not affect these credentials.
