INTERstate For-hire Authorities

If you will be an interstate (crossing-state lines) carrier:
You will be an ICC authorized carrier (have a MC #):
This is for the majority of interstate carriers. If you are unsure if you need this please contact the FMCSA at (800) 832-5660.

  1. Please complete the 3 step process with the FMCSA* to get your MC# fully active.
  2. Then you must get Single State Registration through KY. To process your Kentucky Trucking Application (TC95-1) for the necessary Single State Registration, please complete sections 1, 2, 3, 5 (SSRS column), 7, 9 and 12. Note that you will also need: a copy of your Process Agent Listing (BOC-3 form), the Certificate of Authority from the FMCSA, and the fees paid in certified funds made out to the Kentucky State Treasurer. Certified funds are: cashier’s check, certified check from the bank, or a money order. For each state’s per vehicle fees, see the listing in the SSRS column of section 5 on the Kentucky Trucking Application (TC95-1).
  3. When your Single State Registration has been processed, your company will receive the RS-3 form as a receipt. Please keep a copy of all RS-3 forms for the current year in the cab of your vehicle as proof of payment for Single State Registration.
*There is a 3 step process with the FMCSA to get your ICC Authority (MC #) to be an interstate for-hire motor carrier.
  1. You must complete an application and pay the $300 processing fee. You may contact the FMCSA for the application at (800) 832-5660. OR you may start the application process at the website http://safer.fmcsa.dot.gov
  2. Your insurance company must file the appropriate insurance filing with the FMCSA. You may contact the FMCSA at (800) 832-5660.
  3. You must file a process agent listing (BOC-3 form) with the FMCSA. There are certain companies that you can do this through. For a complete listing, go to http://www.fmcsa.dot.gov and type in “What is a process agent” in the search box. The very first search result will bring up a list of companies that will file the BOC-3 for you.
    Once all the information has been received by the FMCSA, it will take 5-7 business days processing time for your authority to be processed. This whole process can take up to a month. Please allow your company enough start-up time for this process to be completed. You will receive a certificate of authority in the mail once the process is fully completed.



OR

You will be carrying ICC Exempt Goods:
This authority is for carriers that only haul ICC Exempt goods. Usually these are unprocessed agricultural products. If you are unsure as to whether or not your goods are exempt, please see the composite commodities list or call the FMCSA at (800) 832-5660.
This authority requires you to go state by state and ask what you need to run for-hire in that particular state. Kentucky requires that you file for ICC Exempt for-hire authority. You will get a receipt called an XRS-3 that you must keep in the cab of your vehicle.


Important Note!
If you add a vehicle to your fleet during the year, you must also add on to the authority for your company. You may obtain add on forms from our Forms and Applications page Section 2.
